Non-Degree Students Regulations

    1 Academic Schedule
    For non-degree students in Chinese Language programs in DUT, every academic year is divided into two semesters, spring semester and autumn semester.
    A semester usually lasts about 18 weeks, with the last week taken as the reading period. The academic year and autumn semester begins in September. Spring semester generally starts in March. 
    Summer vacation and winter vacation both last for approximately seven weeks. The former starts from the middle of July, and the latter from the middle of January.

 

    2 Registration
    1. Time of Registration: Every March and September
    2. Registration Materials:
        ① 4 passport-sized photos (with a white background)
        ② Original Admission Notification
        ③ Original JW202 or JW 201
        ④ Foreigner Physical Examination Form (if available)

    The non-degree students who wish to continue their study in Chinese Language programs at DUT shall return to the university and register one week before the beginning of the new semester. 

 

    3 Placement
    1. Beginners of Chinese language are required to sit for a placement test (written and oral) before the new semester starts and will be placed into different classes according to the test results. Current students will be replaced into new classes according to their final grades in the last semester. 
    2. In the first week of the new semester, the international students are allowed to attend the class they are placed in on a trial basis. Students who find the class incompatible with their Chinese level can apply to the class coordinator (ban zhu ren) for a transfer before the Friday of that week. After a verification of students’ actual Chinese level, the School of International Education will issue a notification of class transfer in written form to the students involved. From the second week on, the application for class transfer will not be attended to unless under special circumstances.     
    3. New students are not allowed to transfer to another class without a notification of class transfer in written form, and they are not recommended to switch to another class in the same grade. Current students are not advised to transfer to other classes. 

 

    4 Attendance & Excused Absences
   
I、Attendance
    1. International students shall attend classes on time and observe all the class rules without late arrivals, early dismissals or unexcused absence. During class time students are not allowed to leave the classroom without the permission of the instructor.
    2. Within one semester, students who accumulatively miss 10-19 hours of academic activities required by the university without asking for a leave will receive a disciplinary warning; those who miss 20-29 hours will receive a serious disciplinary warning; those who miss 30-39 hours will be penalized with a detention; and those who miss more than 50 course hours will be considered having taken permanent suspension of study.   
    3. Students who miss the required academic activities for two consecutive weeks or more without asking for a leave or without being approved to take a leave will be considered having taken permanent suspension of study.    
    4. Students who miss more than 1/4 course hours in one semester will be disqualified from taking the final examination for the course concerned.
    5. Students who arrive at the classroom 10 minutes after the specified time will be regarded as truants.
    6. Attendance rate of international students has been taken by Foreigners Entry & Exit Management Section, Dalian Public Security Bureau as a necessary condition for visa extension. Accordingly, students who have got a demerit due to unexcused absences will experience disciplinary actions ranging from denial of visa extension to expulsion from the university depending on the seriousness of the case.
    7. Attendance rate is a significant part of scholarship assessment. Students whose attendance rate is lower than 90% are not eligible to apply for any scholarship.
    8. Names of students who have five or more unexcused absences will be posted on the Bulletin and website of School of International Education (once every other week). 
   
II、Excused Absences
    International students who wish to ask for a leave shall fill in the Excused Leave Application Form and hand it in to the class coordinator for approval. The form will then be submitted to the Academic Affairs Office to put on record.
    Sick Leave
    1)Students who wish to take a sick leave for three days or less should submit an application to the class coordinator in written form.
    2)Students who wish to take a sick leave more than three days should submit an application together with the diagnosis provided by doctors, without which the leave will be considered unexcused absence.
    3)If the students cannot continue their study due to health problems, they shall fill in a temporary suspension of study form at the Academic Affairs Office and provide the relevant certificates by hospitals specified by the university. All the application materials will be submitted to the deputy dean of the faculty (school) who is in charge of academic affairs for approval before the students go through the required suspension procedure.  
    During the suspension the students are recommended to go back to their home countries for medical treatment. If their health is recovered and is confirmed by hospitals before the end of suspension, they can apply for resumption of study. If their health is not recovered within the time limit, a permanent suspension of study should be taken.
    Personal Leave
    1)International students who wish to ask for a personal leave shall fill in the Excused Leave Application Form and hand it in to the class coordinator for approval, or else the leave will be taken as an unexcused absence. 
    2)Students who go out for a travel during regular course hours will be regarded as truants. 

 

    5 Examinations
    There are both mid-term examinations and final examinations in every semester. International students must sit for all examinations required for their courses without extenuating reasons.
    I、Rules for Examinations
    1. Students should enter the venue 5 minutes before the start of the test.
    2. Except for necessary stationery and water, all other items (including food, electronic dictionaries, mp3, etc.) are forbidden in the examination venue. 
    3. Students who arrive at the examination venue 30 minutes after the start of the test or later will be prevented from taking the test.
    4. All dishonest behaviors such as plagiarism, whispering, note exchanging, and so on are forbidden during the test.
    5. Inappropriate behaviors that will disturb others are forbidden at the examination venue, including but not limited to smoking, eating, chewing the gum, answering the phone, text messaging, listening to music, or making noises.  
    6. Students who need to go to the rest room during the examination shall ask the supervising teachers for the permission without which they are not allowed to leave the examination venue.
    7. When the examination is ended, students must stop writing immediately and put their test papers in correct order on the desk. Students are not allowed to leave the examination venue before the supervising teachers finish collecting and checking all the test papers.
    8. Students should observe all the rules for examination and follow the supervising teachers ’instructions.
    9. After the release of the examination results, the students who have doubts or objections to their grades can go to the Academic Affairs Office for clarification within one week.
    II、Disciplinary Actions for Violations of Rules
    1. The international students who violate rules for examinations will receive penalties ranging from disciplinary scolding and warning to the disqualification of the test takers and the test results according to the nature and degree of the violation.
    2. Students who have objections to the disciplinary actions can lodge a complaint to the Academic Affairs Office after the examination, and the School of International Education will issue a reply according to the nature and degree of the violation. 

 

    6 Extension of Duration of Study
    After completion of study the international students who wish to extend their study must apply to School of International Education (International Student Office) for approval and go through necessary extension procedures. The application can be submitted in June and December every year. 

 

    7 Certificate Proving Current University Student Status
    All the international students of DUT can apply to Academic Affairs Office for a Chinese or English version of the Certificate Proving Current University Student Status for free. The process usually takes 5 working days.
 

    8 Application for Certificate of Completion and Academic Transcript of Records
    Upon completion of studies the international students who have passed all the exams of courses can apply for a Certificate of Completion and an Academic Transcript of Records. Those who fail the final tests or don’t take the required tests will not receive a certificate of completion, nor an Academic Transcript of Records. The application procedure is as follows:
    1. A School Leaving Form must be filled out in the International Student Admissions Office before the specified school leaving procedure is followed. The students who do not complete the necessary school leaving procedure will not receive a certificate of completion, nor an Academic Transcript of Records.
    2. After completing the school leaving procedure the students can report to Academic Affairs Office and apply for their certificate of completion and Academic Transcript of Records. The process usually takes 5-7 working days.
    3. International students who are absent for over 1/4 of the total class hours will not receive a certificate of completion, nor an Academic Transcript of Records. 

 

    9 Permanent Suspension of Studies and School Leaving
   
I、Permanent Suspension of Studies
    1. International students shall receive a Permanent Suspension of Studies under the following circumstances.
    (1)Students who are unable to carry on regular study due to injuries or disabilities, or who are diagnosed by specified hospitals as having certain diseases which can seriously affect their study;
    (2)Students who leave the school without a note of leaving and miss the required course hours for more than two consecutive weeks. 
    (3)Students who fail to register in due time without extenuating reasons;
    (4)Voluntary withdrawal;
    (5)Students who violate the Chinese laws or breaching the university rules and regulations and bring about serious consequences.
    2. If the international students need to end their studies at any time they should report to the Academic Affairs Office and fill in the necessary forms. The deputy dean of the faculty (school) who is in charge of the academic affairs will thereby issue a notification of Permanent Suspension of Studies, one copy of which will be given to the students themselves, another copy of which will be handed in to Foreigners Entry & Exit Management Section, Dalian Public Security Bureau.
    3. International students who need to end their studies must complete the termination of studies procedure and leave the school within two weeks.
    4. The students who receive a Permanent Suspension of Studies will not obtain a certificate of completion, nor an Academic Transcript of Records.
    II、School Leaving
    Internationals students are required to follow a deregistration procedure as specified in School Leaving Procedure Form for International Students of DUT within two weeks after graduation or completion of study. Only after finishing the required procedure can the students receive a certificate of completion or graduation.

 

    10 Scholarship for Non-Degree Students in Chinese Language Programs
    In order to encourage the international students to work hard in the university and to create a supportive academic atmosphere, three types of scholarships are provided for outstanding non-degree students, including Full Attendance Scholarship, Outstanding Academic Performance Scholarship, and Special Award of Merit.
    1. Application Requirement
    (1)Non-degree students who abide by the Chinese laws and decrees, observe the rules and regulations of the University, and pay the necessary fees on time.
    (2)Non-degree students who work hard and achieve excellent results in their studies.
    (3)Non-degree students who respect the teachers and staff, get along well with their fellow students, show excellent manners and collective concern, and take good care of public property.
    (4)Non-degree students who take an active part in extracurricular activities organized by the university, including social practice activities, science and technology innovation activities, cultural activities, sports, etc. 
    2. Assessment Criteria
    (1)Full Attendance Scholarship will be awarded to the students with good academic performance and an attendance rate of 100% without any private affair leave, sick leave, or any violation record of rules and regulations
    (2)Outstanding Academic Performance Scholarship will be awarded to students who can achieve the following performance.
    First Prize: final grade average above 90 plus attendance rate higher than 90%
    Second Prize: final grade average above 85 plus attendance rate higher than 90%
    Third Prize: final grade average above 80 plus attendance rate higher than 90%
    Consolation prize: final grade average above 60 plus attendance rate higher than 80%
    (3)Special Award Of Merit will be granted to those who achieve outstanding results with excellent performance in extracurricular activities organized by the university or School of International Education.
    3. Award Standard
    (1)Full Attendance Scholarship: RMB300
    (2)Outstanding Academic Performance Scholarship:
    First Prize: RMB1000
    Second Prize: RMB800
    Third Prize: RMB500
    Consolation prize: RMB200
    (3)Special Award Of Merit: RMB200-500 (determined as the case may be)
    4. Assessment Process and Granting Methods
    Based on the principles of equality, openness and fairness, the Scholarship assessment is to be conducted after the completion of final exams at the end of every semester by an assessment committee established by the School of International Education. The international students’ academic grades, attendance rate, general performance and their teachers’ comments will be important elements to be taken into account in the assessment process.  
    The Scholarship for Non-Degree Students in Chinese Language Programs can be applied once every semester. Recipients of Full Attendance Scholarship will be announced in public at the end of each semester and will receive the award hereafter, while winners of Outstanding Academic Performance Scholarship and Special Award Of Merit will be announced at the beginning of the next semester and will receive the award hereafter.
    5. The students who are already winners of one of the following types of scholarship will receive a certificate only.   
    (1)Chinese Government Scholarship
    (2)Liaoning Provincial Government Scholarship
    (3)Confucius Institute Scholarship
    (4)Dalian Municipal Government Scholarship 
    (5)Chinese Government Distinguished Foreign Self-Funded Student Scholarship
 
   (6)DUT International Student Scholarship
