On January 15, 2026, Liaoning Education International Exchange Association's "Telling Chinese Stories Well and Spreading Liaoning's Voice" and a seminar on high-quality development of studying abroad in China were successfully held at Dalian University of Technology. Pang Shuting, a third-level researcher of the International Cooperation and Exchange Office of Liaoning Provincial Department of Education, Yang Dong, deputy director of Liaoning International Communication Center, and Yang Haifeng, general manager of Liaoning Branch of Yangguang International Online Network (Beijing) Co., Ltd. attended the meeting and delivered speeches. The meeting was co-chaired by Zhang Wei, vice president and secretary general of Liaoning Education International Exchange Association and Duan Yuping, president of the Association's study abroad branch in China and dean of the School of International Education of Dalian University of Technology.
With the support and cooperation of Dalian University of Technology, Liaoning University, Shenyang University of Aeronautics and Astronautics, Shenyang University of Chemical Technology, Dongbei University of Finance and Economics, Jinzhou Medical University, Dalian Foreign Studies University, Dalian Maritime University, China Medical University, Dalian Medical University, Shenyang Normal University, Chaoyang Normal University, Dalian Maple Leaf Vocational and Technical College, Liaoning Finance Vocational College and other universities engaged in studying in China.
The theme of this conference closely follows the pulse of the times and mission. The participating colleges and universities shared their experiences and practices, put forward opinions and suggestions, planned the future and gathered consensus around preparatory education, YES program, enrollment management, overseas publicity, quality certification, and team building of international student counselors. This paper makes a detailed interpretation of the specific requirements of strengthening the management and service of overseas students in Several Measures of Liaoning Provincial Department of Education to Optimize the Business Environment, deeply thinks about how to deeply integrate China's excellent traditional culture into studying in China, and deeply discusses how to promote the connotative and high-quality development of studying in Liaoning through pragmatic measures, making it a window to show real, three-dimensional and comprehensive China and Liaoning.
Participants reached a consensus, and everyone knows that every overseas student in Liaoning is a cross-cultural messenger and a potential narrator of Liaoning stories. Everyone's job is to combine China's excellent traditional culture, Liaoning Hongshan culture and telling Chinese stories well through high-quality education and humanistic infiltration, build a bridge for them to perceive China and understand Liaoning, and empower them to become a natural link for friendly exchanges between China and foreign countries. This is not only a political requirement to serve the overall situation of national diplomacy and enhance the influence of Chinese culture, but also a new need to improve the level of education opening to the outside world in our province and promote the high-quality development of studying abroad in Liaoning.
Finally, Pang Shuting, a third-level researcher of the International Cooperation and Exchange Office of Liaoning Provincial Department of Education, made a concluding speech, systematically deployed the high-quality development work of studying in China in Liaoning Province, emphasized the need to thoroughly implement the national education opening strategy, focus on the brand building of "studying in China" Liaoning, clarify the 2030 development goal of equal emphasis on scale, structure and quality, and put forward specific measures from ten aspects, such as enrollment selection, training system, management services, cultural exchanges and security.
The successful holding of this seminar has set up an efficient communication and cooperation platform for Liaoning's study abroad in China, condensed the development consensus, clarified the practice path, and gathered the forge ahead. In the future, with the concerted efforts of colleges and universities, Liaoning Education International Exchange Association will promote the high-quality development of studying in China with more pragmatic measures and a more open attitude, make the Liaoning brand of "Studying in China" louder and louder, and make every overseas student in Liaoning become a bridge for mutual learning between Chinese and foreign cultures, a disseminator of Liaoning stories and Chinese stories, and add strong kinetic energy to the opening up and comprehensive revitalization of Liaoning education.
