SIE Hosts 2026 Spring End-of-Semester Safety Lecture for International Students

Safety lays the groundwork for steady and rewarding overseas study. To raise international students’ safety awareness, equip them with practical safety knowledge and emergency response skills for life and study in China, and upgrade the campus safety guarantee system for international education, SIE partnered with the local police station to hold an end-of-semester special safety lecture for the 2026 Spring Semester on the afternoon of June 11 in Room 104, Graduate Teaching Building. Nearly 200 international students from more than 30 countries attended the event.

As Dalian University of Technology steadily advances its internationalized education, the number of international students on campus keeps rising. Safeguarding their personal and property safety as well as legitimate rights and interests has become a core priority of SIE’s student management and service work. Restricted by cultural gaps, language barriers and insufficient understanding of Chinese laws and regulations, international students may face various hidden risks in daily life, including cross-border telecom scams, traffic accidents, fire hazards, cybersecurity breaches and cross-cultural interpersonal frictions. Targeted at the distinctive group of international students, this lecture delivered tailored and practical safety guidance by drawing on past case records of foreign residents entering and residing in China.

The keynote speaker was Yuan Lizhi, Level 4 Senior Police Supervisor and First-Class Police Inspector from Lingshui Police Station, Dalian High-tech Zone Public Security Sub-bureau. He shared abundant frontline experience in handling foreign-related police affairs throughout the session. Covering core modules including laws and regulations, personal travel safety, accommodation and fire prevention, anti-fraud measures and cybersecurity, the lecture thoroughly analyzed common safety risks confronting international students and offered actionable coping solutions.

Officer Yuan gave an in-depth interpretation of key laws and regulations, namely the Exit and Entry Administration Law of the People’s Republic of China and the Public Security Administration Punishments Law. He stressed key procedures and notes for visa renewal, residence permit application and off-campus accommodation registration. He also made it clear that illegal work engagement, unauthorized group gatherings and private modification of dormitory facilities are strictly prohibited. By citing recent violation cases involving international students at universities, he elaborated on corresponding legal penalties, guiding all overseas students to establish the mindset of learning, comprehending, abiding by and utilizing laws.

When it comes to accommodation and travel safety, Officer Yuan specified safety standards for both on-campus dormitories and off-campus rental housing. He warned students against using banned high-power electrical equipment and storing flammable, combustible and explosive substances. For students living off campus, he advised them to select qualified rental properties, verify landlords’ credentials, conduct regular inspections on gas and circuit hidden dangers, and properly keep their passports to avoid loss or theft. In terms of travel safety, he popularized domestic traffic rules and reminded students not to ride unlicensed electric vehicles or drive under the influence of alcohol. He also suggested avoiding trips to remote areas alone, traveling in groups when going out and reporting their whereabouts to counselors in a timely manner.

As a core highlight of the lecture, fraud prevention and cybersecurity received thorough elaboration. Based on emerging scam schemes targeting foreigners, Officer Yuan dissected high-risk fraud types such as fake commission rebate part-time scams, impersonation of embassy officials, cross-border logistics fraud, tuition agency scams and online lending fraud. He reminded students never to disclose personal identity documents, bank card information or contact details to strangers, refuse to participate in unfamiliar online activities, and stay alert to overseas calls and unofficial messages. He also explained standardized internet usage rules: students must avoid visiting illegal websites, refrain from spreading inappropriate remarks, and protect personal account privacy and online security.

The session also addressed potential interpersonal conflicts arising from cross-cultural communication. Students were instructed to avoid direct confrontations, preserve audio and video evidence when disputes occur, and seek legitimate assistance from the university and public security departments at the earliest opportunity. Multi-level emergency communication channels were introduced, including the local police hotline and the university’s 24-hour emergency contact number, enabling students to obtain timely support whenever needed. In addition, Officer Yuan encouraged international students to take the initiative to share negative emotions when feeling stressed, and engage actively in diverse cross-cultural campus activities.

At the end of the lecture, a student counselor delivered a concluding speech. He emphasized that safety is the fundamental bottom line of overseas study, as well as an essential cornerstone for students’ academic progress and personal growth. Moving forward, SIE will continue to roll out regular, tiered and categorized safety education activities for international students. Through diversified forms including case-based lectures, emergency drills, themed class meetings and online safety tips push, the college will expand all channels of safety education and boost its practical effects.

This safety lecture effectively fills international students’ gaps in safety knowledge, and strengthens their self-protection awareness and emergency disposal capabilities. SIE will always hold fast to the campus safety bottom line, refine management mechanisms and provide all-round supporting services, so as to facilitate the all-round development of international students and the high-quality progress of the internationalized campus.
