In accordance with the relevant notice requirements of the CSC and the arrangements for the scholarship management work of SIE, we are now launching the the scholarship annual review and the process for extending the scholarship period for PhD students.
I. Annual Review
1. Scope of Students Participating in the Review
In principle, students who will continue to enjoy the scholarship after September 2025 are required to participate in the review. This includes students who are unable to graduate as originally scheduled in July 2025 and plan to apply for an extension of the scholarship, as well as students whose scholarship eligibility was suspended due to failure in the 2024 scholarship review and plan to apply for the restoration of the scholarship.
2. Review Content
A comprehensive assessment will be carried out on the scholarship students' academic performance (30 points), moral character (30 points), learning/research attitude (20 points), and activity performance (20 points) in the past year. Each scholarship student will be quantitatively scored and qualitatively evaluated, with a full score of 100 points. Students with a total score of 60 points (inclusive) or above are considered qualified. For unqualified students, specific measures such as suspending or canceling the scholarship will be taken.
3. Review Criteria
(1) Suspension of Scholarship Eligibility
Scholarship eligibility will be suspended for students in any of the following situations:
Being retained or demoted due to failing assessment scores;
Failing to obtain the required credits for two consecutive years in the courses taken;
Postgraduate students failing to complete the mid-term assessment on schedule as required by the end of the annual review;
Receiving a disciplinary probation on campus;
Other situations determined by the committee as unfit to continue enjoying the scholarship eligibility.
Students whose scholarship eligibility is "suspended" will not enjoy the scholarship in the next academic year. However, they can apply to stay on campus and continue their studies at their own expense in accordance with the relevant regulations of the school.
(2) Cancellation of Scholarship Eligibility
Scholarship eligibility will be canceled for students in any of the following situations:
Committing serious illegal or criminal acts;
Receiving disciplinary actions of being ordered to withdraw from school or being expelled;
Failing the annual review twice during their study at the school;
Failing to participate in the annual review without justifiable reasons;
Failing to actively contact the school and explain the situation before the deadline announced on the school website despite special circumstances (regarded as failing to participate in the review without justifiable reasons);
Other situations determined by the committee as unworthy of continuing to enjoy the scholarship eligibility.
Students whose scholarship eligibility is canceled will have their living expenses stopped from the next academic year, and their scholarship eligibility cannot be restored.
4. Review Process
The basic process is "Student Self-Assessment (and relevant supporting materials need to be uploaded as required) → Supervisor/Reviewer Scoring → School Assessment → Result Announcement".
All scholarship students: The annual scholarship review must be initiated through the Campus Portal Service Hall system (Website: portal.dlut.edu.cn).
For CSC students: It must also be simultaneously initiated through the Information System for Chinese Government Scholarship Students Studying in China (Website: studyinchina.csc.edu.cn). Please refer to Annex 1 for the specific operation guide.
II. Extension of Ph.D. Students' Scholarship Period
1. Application Conditions
Ph.D. students applying for an extension of the scholarship period should meet the following conditions:
Having never applied for an extension of the scholarship period and whose scholarship period is due to expire in July 2025 or January 2026;
Having a serious learning attitude and good performance;
Having passed the annual scholarship review, completed the research proposal required by the school, and passed the mid-term assessment;
Having never applied for an extension of the scholarship period (excluding those whose scholarships have expired).
Scholarship students whose scholarship period is due to expire in July 2025 or January 2026, if they do not apply for an extension of the scholarship period this time or are unable to apply due to not meeting the above conditions, their applications for an extension of the scholarship period will no longer be accepted after their scholarships expire.
2. Application Process
The basic process is "Student Application → Supervisor Review → School Review → Result Announcement".
All scholarship students in need of an extension: The application for an extension of the scholarship period must be initiated through the Campus Portal Service Hall system (Website: portal.dlut.edu.cn).
For Chinese Government Scholarship students: It must also be simultaneously initiated through the Information System for Chinese Government Scholarship Students Studying in China (Website: studyinchina.csc.edu.cn). Please refer to Annex 2 for the specific operation guide.
III. Deadline for Scholarship Annual Review and Extension Application
1. Scholarship Students
They must complete the self-assessment of the scholarship annual review and submit the extension application (for those applying for an extension of the scholarship period) in the above systems before 17:00 (Beijing Time) on April 30, 2025.
2. Supervisors/Reviewers
They must complete scoring and review in the Campus Portal system before 17:00 (Beijing Time) on May 7, 2025.
