Regulations on International Student Accommodation at Dalian University of Technology

Chapter I General Provisions

Article 1 To standardize and strengthen the management of international students' accommodation and create a civilized, healthy, safe, clean, and comfortable study and living environment, these regulations are formulated following the Law of the People's Republic of China on the Administration of the Entry and Exit of Foreigners, the Administration for the Recruitment and Training of International Students in DUT, the Regulations on the Management of Student Accommodation of Dalian University of Technology and other relevant documents. The following content also follows the reality of international students in our University.

Article 2 The School of International Education (International Students Office) is responsible for the allocation of accommodation resources and student management affairs of international student dormitories.

Article 3 In principle, the international student dormitory is only for the use of international degree and non-degree students who are enrolled in Dalian University of Technology and within the basic academic programs. No other person is allowed to stay in the international student dormitory without prior approval.

Article 4 In principle, single rooms are arranged for doctoral students and double rooms for other scholarship students. Self-financed students may be arranged for double or single rooms depending on the availability of rooms. The University has the right to adjust the arrangement of accommodation room types in case of changes in accommodation resources.

Chapter 2 Check-in, Change, Check-out and Fees

Article 5 New international students admitted to the University or current students who have lived off-campus for six consecutive months may apply for admission to the international student dormitories within a specified period. New students must present their offer letters and citizen passports, while current students must present their student ID cards or Yulan cards to the School of International Education for registration and signing the Accommodation Agreement.

Article 6 Applications for change of accommodation will be accepted within two weeks after the start of the new semester, while applications for change within other periods will not be accepted in principle.

Article 7 International student dormitories are subject to "accommodation after the payment of fees". Students must pay the accommodation fees according to the International Student Accommodation Fee Standard before moving in. Students who do not pay the required accommodation fees are not allowed to move in.

Article 8 No family members are allowed to be accommodated in the international student dormitories. Students who have family members accompanying them must settle their accommodation.

Article 9 In principle, students' accommodation rooms shall not be changed. If special circumstances occur that require a change, the student must apply for a room change, which must be approved before the adjustment can be made. After approval, the move must be completed within three days of the completion of the application procedures. It is strictly forbidden for students to change rooms or occupy beds without approval.

Article 10 The School of International Education (International Students Office) has the right to manage the dormitories in the event of accommodation adjustment, maintenance, and renovation.

Article 11 Students who pause or terminate their studies due to suspension, graduation, completion, incompletion, withdrawal, expulsion, or transfer must check out within one week and clear the fees. All personal belongings in the room must be emptied and cleaned before the keys and room cards are returned. If any damage or loss is found at the check-out, students must make the compensation. The school reserves the right to clean up any items left in the room after the check-out procedure and students are responsible for any damage caused accordingly. Students who fail to check out or move out within the required period will be considered as staying in the room in violation of the rules. Thus, the University reserves the right to take measures to remove them from the room..

Article 12 If an international student moves back into the dormitory after withdrawing from the dormitory, his or her original bed will not be reserved and he or she must apply again following the regulations.

Article 13 The fees charged and refunded for international student dormitories are based on the latest information published on the website of the School of International Education (International Students Office).

Chapter 3 Safety Administration

Article 14 Personal and Property Safety. When you leave the dormitory, make sure that the doors and windows are locked. The door cards and keys of the rooms should not be lent to others. Large amounts of cash or valuables should not be stored in the dormitory. If you find anyone suspicious, you should inform the SIE staff, Dorm Service or the University Security Office in time.

Article 15 Electricity Safety. The electrical appliances equipped in the international student dormitory shall not be repaired or replaced without authorization. It is strictly forbidden to pull electric wires for disapproved electricity use. The use of electric heaters, electric stoves, electric ovens, cookers, microwave ovens, electric heating, washing machines, electric mattresses, and other electrical appliances in the rooms is forbidden. It is strictly forbidden to charge electric bicycles in the dormitories. Any consequences caused by illegal use of electrical appliances will be undertaken by the individual, and legal responsibility might be required depending on the seriousness of the situation.

Article 16 Fire Safety. Students in the dorm should observe the regulations on fire safety. It is strictly forbidden to store flammable, explosive, corrosive, highly toxic and radioactive harmful items in the dormitory. Smoking and the use of open flames (e.g. burning paper, using alcohol stoves, candles, etc.) are strictly forbidden. It is strictly forbidden to engage in any other behavior that may bring harm or cause hidden dangers. Any failure to comply with the fire regulations might result in damage for both the individual and the others. Students who fail to keep the fire safety protocols might face the responsibility for the loss. In serious cases, legal liability might be investigated.

Article 17 Infectious Disease Safety. A system of reporting infectious diseases is implemented in international student dormitories. All residential students who suffer from various types of infectious diseases as stipulated in the Law of the People's Republic of China on the Prevention and Control of Infectious Diseases shall take the initiative to report to the School of International Education. Patients with infectious diseases, disease carriers, and suspected infectious patients shall obey the medical guidance of the hospital and cooperate with the adjustment and arrangement of the relevant accommodation until recovery or until the suspicion of infectious diseases is ruled out.

Chapter 4 Code of Conduct

Article 18 Students are required to comply with the regulations on dorm access control. Students must scan their cards for identification when entering and leaving the dorm. Students should keep their room cards and keys properly, and report any loss as soon as possible to the dorm staff. Students are not allowed to change the locks or add additional locks in the dorm. Otherwise, they will be removed for violation of the regulations.

Article 19 Students are required to observe the working hours of the dormitory. The dormitories are open from 6:00 to 23:00 every day. Students are not allowed to enter or leave the dormitories at any other time without special circumstances so as not to disturb others.

Article 20 Residential students and visitors must abide by the guest meeting requirement. Visitors must enter the dormitory with a valid ID (passport, student card, etc.). Students and visitors should cooperate with the management in registering guest entry and exit. Guests visiting should be kept properly. Visitors are required to leave the dormitory before 21:00 on the same day, that is, staying overnight is forbidden. If any damage to property or injury is caused by the guest's stay, the hosting students shall also undertake the responsibility.

Article 21 Drugs, smoking, and alcohol are strictly forbidden in the international student dormitories. No fighting can be excused. Students are not allowed to make loud noises, play loud audio or video, hold parties, as well as other gatherings in the dormitories, or interfere with others' studies or rest.

Article 22 Distribution, posting, and exhibition of publicity materials, and activities that violate the law and University rules, such as preaching and religious gatherings are not allowed in the dorm.

Article 23 Students are strictly forbidden to change the structure of the rooms or to move, add, or subtract from the facilities in the dorms.

Article 24 Cooking in personal rooms is strictly forbidden. The shared kitchen must be kept clean by turning off the power after use, cleaning up after use, and taking away all personal belongings. Dorm staff might clean up any items left in the kitchen when working there. The order in which tables and chairs are placed in the kitchen must not be changed without permission. Public items must not be replaced.

Article 25 Residential students shall consciously maintain a public environment and keep the interior and exterior clean. No littering, no piling up of personal belongings in the hallways and public areas. Parking of motorbikes, electric bicycles, or bicycles in the corridors is strictly prohibited. No hanging, placing, or throwing objects outside the windows. Keeping pets is not allowed.

Article 26 To ensure the safety of the accommodation, the school will carry out regular inspections. Those found to be in breach of the rules will be warned or penalized accordingly, depending on the seriousness of the situation. In case of emergency, University staff are entitled to enter the rooms of international students for working purposes and students must cooperate rather than refuse.

Chapter 5 Punishments

Article 27 In case of violation of the regulations, the University will impose disciplinary sanctions following the Regulations on Disciplinary Punishment for Students of Dalian University of Technology and other applicable regulations.

Article 28 The accommodation will be cancelled in any of the following situations.

(1) Those who engage in illegal, commercial activities.

(2) Those who pose safety threats or hazards to other students.

(3) The private transfer or rental of beds and rooms.

(4) Staying overnight with visiting persons.

(5) Delay of dorm fee payments after one month of the room is assigned.

(6) Being alcoholic or drunken.

(7) Misbehavior or theft of public facilities or objects in the dormitory.

(8) Intentionally damaging the facilities in the dorm or deliberately damaging the accommodation environment.

(9) Violation of the safety management requirement in Chapter III of this Regulation.

(10) A verified complaint by another person for individual misconduct without effective improvement.

(11) Other acts that have a bad impact or serious consequences.

Chapter 6 Supplementary Provisions

Article 29 These regulations shall come into effect from March 2023, and the former regulations on international student accommodation in the International Student Handbook shall be abolished at the same time. Where the previous provisions are inconsistent with the above provisions, these current articles shall prevail.

Article 30 These regulations shall be interpreted by the School of International Education (International Students Office) of Dalian University of Technology and the Chinese text shall prevail. Matters not yet completed shall be stipulated separately.
