Administrative Regulations on Scholarships at DUT (Trial Implementation)

I. Scholarship Coverage

(1) Coverage of Full Scholarship:

1. A waiver for registration fee and tuition;

The cost of experiments and internships beyond the curriculum required by the scholarship recipient is at the student’s own expense;

2. Free On-campus Dorm in Double Rooms;

For renting apartments with the university’s approval for living off campus: CNY 1,000 for Ph.D. and senior scholars; CNY 700 for undergraduate, master’s students, and general scholars;

3. Living Allowance: distributed according to specific standards of different scholarship types, including Chinese Government Scholarship, Liaoning Provincial Government Scholarship, International Chinese Language Teachers Scholarship, DUT Presidential Scholarship;  

4. Comprehensive Medical Insurance in China will be available for the Chinese Government Scholarship, Liaoning Provincial Government Scholarship, International Chinese Language Teachers Scholarship, DUT Presidential Scholarship;

5. By the bilateral agreements or understandings reached between the Chinese government and the governments of certain countries, China provides international air tickets to students from some developing countries to return to China. The application procedures shall be implemented following the relevant regulations of the China Scholarship Council.

(2) Coverage of Partial Scholarship:

One or more items of that of the full scholarship;

II. Provision of Living Allowance (Full scholarship)

1. Scholarship living expenses are paid regularly monthly from the date of enrollment of the scholarship student. If a new student registers on or before the 15th day of the month, he/she will be granted a full month's scholarship; if he/she registers after the 15th day, he/she will be granted half a month's scholarship. If a student fails to register or is overdue, his/her scholarship will be automatically canceled.

2. Except for university holidays, scholarship students are required to sign in from the 1st to the 10th of each month, and those who fail to do so will not receive any living expenses for that month. If the student has been verified to be in school normally in that month, he/she can apply for reimbursement in the following month.

3. If a scholarship student graduates, half a month's living expenses will continue to be paid after the graduation date determined by the university. If the student is suspended, withdrawn, incomplete, or has his/her scholarship status suspended or revoked, the living expenses will be stopped from the date of official approval.

4. If a scholarship student applies for a change of accommodation by the regulations on accommodation management, upon approval, a full month's room subsidy will be canceled or granted if the student moves in or out before the 15th day of the month (inclusive), and a half month's room subsidy will be canceled or granted if the student moves in or out after the 15th day. The amount of cancellation or payment will be processed and adjusted in the month following the change of accommodation.

5. Scholarship students shall strictly abide by the regulations of the university. If they leave the country within the vacation period stipulated by the university, the living expenses will be paid normally; if they leave the country for more than 15 days in a month or more than 15 consecutive days in a row outside the vacation period stipulated by the university due to personal reasons, one month's living expenses will be deducted; if they are approved by the university to take part in the academic activities for the teaching and training program for less than 15 days, the living expenses will be paid to them upon their return to the university; if the time of their departure exceeds 15 days, the living expenses of the month(s) will be suspended without any reissue.

6. If a student leaves school without prior application or approval, one month's living expenses will be deducted if he/she is away from school for less than 2 weeks; if he/she is away from school for more than 2 weeks, he/she will be disqualified from the scholarship.

III. Management of Scholarship Extension

1. Undergraduates and master's degree students’ scholarships will not be extended.

2. Doctoral students may apply for an extension of the scholarship if they are unable to complete their studies within the stipulated years of study due to special circumstances. The application for extension must be submitted to the university by the student himself/herself within the stipulated period, and the application for extension must be completed through the mid-term and approved by the university before the extension is allowed.

3. Doctoral students who have been eligible for the scholarship for five years will no longer be accepted to apply for the extension of the scholarship.

4. Liaoning Provincial Government Scholarship students who have been eligible for the scholarship for three years can be transferred to the Presidential Scholarship of Dalian University of Technology upon their application and approval by the university, but the total number of years of eligibility for the scholarship shall not exceed five years.

IV. Management of Scholarship Students' Application for Suspension, Reinstatement and Withdrawal from Dalian University of Technology

Scholarship students applying for suspension, reinstatement, or withdrawal shall submit a written application within a specified period. Scholarship students shall go through the procedures for leaving the university and leaving the country according to the regulations after they are authorized to take a leave of absence from the university. During the period of suspension, they are not entitled to scholarship support. Their scholarship eligibility can be retained for a maximum of one year in principle. The scholarship eligibility will be canceled if the student leaves the university without approval. If the student does not apply for resumption of study in advance or continues to take a leave of absence, he or she will be regarded as giving up the scholarship qualification automatically and will be withdrawn from the university.

V. Annual Review of Scholarship Students

To give full play to the incentive effect of the scholarships, the university will conduct an annual evaluation of the scholarships for the scholarship students to decide whether they are eligible to continue to enjoy the scholarships. The annual evaluation is for scholarship students who have studied in China for more than one academic year and those who apply for an extension of the scholarship after the original period of study.

Following the evaluation method, the university will evaluate whether the scholarship student is eligible to continue or resume the scholarship and make a "qualified" or "unqualified" opinion, as well as a recommendation on whether to continue the scholarship or suspend or cancel the scholarship.

If a student's eligibility for the scholarship is suspended, the student's living expenses will be suspended from the date of approval of the results of the annual review, but he/she may apply to stay at the university at his/her own expense to continue his/her studies by the relevant regulations of the university. Upon expiration of the suspension period, upon application by the applicant, he/she may take part in the annual review of the current year, and if he/she passes the review, he/she may be reinstated to the scholarship status starting from the next academic year.

Those who have been disqualified from the scholarship shall have their living expenses suspended from the date of approval of the annual review result, and their scholarship qualification shall not be reinstated.

VI. Chinese Language Training

1. Scholarship students who receive Chinese language training and whose Chinese language training meets the entrance requirements will be allowed to enter the professional stage of study. Undergraduates whose Chinese language proficiency does not meet the requirements for professional studies may apply for one additional year of preparatory studies; postgraduate students or advanced students may apply for one additional year of Chinese language study.

2. Postgraduate students or advanced students originally admitted to study in English may apply for an additional year of Chinese language tuition if their Chinese language proficiency does not meet the study requirements after applying for a change to Chinese language study.

3. After one year of preparatory study or Chinese language training, students whose Chinese language proficiency still fails to meet the requirements of specialized study (in principle, the Chinese language proficiency shall be one level lower than that required for specialized study, i.e., students who require HSK level 4 must reach level 3, those who require level 5 must reach level 4, those who require level 6 must reach level 6, and those who require level 5 must reach level 6) can apply for an additional year of Chinese study.

VII. Chinese Language Program for Scholarship Students

1. Scholarship students who are in Chinese-taught degree programs, must meet the admission requirements for the Chinese language level, before entering the major study. If the Chinese level does not meet the requirements, undergraduate students can apply for an additional year of preparatory studies; students in postgraduate or training programs can apply for an additional year of Chinese tutoring.

2. Graduate students or advanced students who were originally admitted to English shall apply for Chinese tutoring after changing the program to Chinese-taught ones if their Chinese proficiency does not meet the study requirements. They can apply for an additional year of Chinese tutoring.

3. After one year of preparatory study or Chinese tutoring, students whose Chinese level has not reached the required level for major study (but in principle, the level of Chinese must have met the requirements of major study at only one level lower, e.g. those who require HSK level 4 must reach level 3, and those who require level 5 must reach level 4 must be reached, and level 6 students must pass level 5) can apply for Chinese Tuition Scholarship for one more year. Those who fail to meet the requirements of the above principles can apply for self-payment of one year of Chinese tutoring, during which the scholarship qualification will be retained. After two years of Chinese tutoring, if the admission requirements are not met, the scholarship qualification will canceled.

VIII. The interpretation of this regulation shall be vested in the School of International Education, Dalian University of Technology.
