Chapter 1 General Provisions
Article 1
To promote international education at Dalian University of Technology (DUT) and attract more outstanding international students, the University establishes the “DUT President’s Scholarship for International Students” and formulates these Measures in accordance with the “Administrative Measures for International Student Recruitment and Training” and the “Quality Standards for International Student Higher Education (Trial)” and other relevant policies.
Article 2
The scholarship is funded from the University’s annual budget and administered by the School of International Education (International Student Office), which is responsible for handling scholarship applications, organizing the review process, and managing routine affairs.
Article 3
Guided by the national policy of "enhancing quality and efficiency," the scholarship aims to improve the quality, scale, structure, and outcomes of international education at DUT. It also supports the University’s efforts to enhance its internationalization and open up its educational offerings to the world, thus contributing to the sustained, healthy development of international education in China.
Article 4
Applicants must meet the eligibility criteria as outlined for the year of application.
Article 5 Categories and Eligibility Criteria
a) Bachelor’s Scholarship:
Offered to applicants seeking to pursue a Bachelor’s degree at DUT. Applicants must have completed high school or its equivalent, possess excellent academic records, and be under 25 years of age.
b) Master’s Scholarship:
Offered to applicants seeking to pursue a Master’s degree at DUT. Applicants must hold a Bachelor’s degree or its equivalent, possess excellent academic records, and be under 35 years of age.
c) Doctoral Scholarship:
Offered to applicants seeking to pursue a Doctoral degree at DUT. Applicants must hold a Master’s degree or its equivalent, possess excellent academic records, and be under 40 years of age.
Article 6
A regular review and dynamic adjustment mechanism will be implemented to maximize the incentive effect of the scholarship. An annual review will be conducted to determine whether the scholarship will continue for the following academic year based on the review results.
Chapter 2 Scholarship Content
Article 7
The President’s Scholarship is divided into Full and Partial awards. The number of awards granted each year is determined according to the University’s annual plan.
Article 8
Full Awards (for graduate students only)
Tuition and on-campus accommodation fees are waived.
Monthly living allowance: RMB 1,500 for master’s students; RMB 1,800 for doctoral students.
International travel expenses and one-time settlement costs are not covered.
Partial Awards (for both undergraduates and graduates)
Level 1: Tuition waived only, with other expenses borne by the student.
Level 2: Tuition and accommodation fees waived, with other expenses borne by the student.
The University reserves the right to adjust the scholarship amounts based on actual circumstances.
Article 9
The number of new scholarship recipients each year will be dynamically adjusted based on the actual enrollment and check-in figures from the previous year.
Chapter 3 Scholarship Allocation, Application, Evaluation, and Disbursement
Article 10 Allocation of Scholarships
International undergraduate, master's, or doctoral candidates may apply for the scholarship, provided their application materials meet the requirements and their academic records are outstanding. Applications are generally submitted individually. However, a limited number of places may be reserved for outstanding candidates recommended by Chinese embassies or consulates, friendship associations, individual sponsors, or partner institutions with which the University has an exchange agreement.
Article 11 How to Apply
Applicants must complete the online application within the prescribed period and upload the required documents. Partner institutions, schools, educational organizations, or individuals wishing to recommend candidates must submit the recommendation package to the School of International Education (SIE) before the deadline. However, the candidate must still complete the online application on time.

Undergraduate Candidates:

Senior high school graduation certificate or pre-graduation statement

Certificate of language proficiency (Chinese or English, as required by the programme)
Study or research plan in China (minimum 800 words)
Foreigner Physical Examination Form (including blood test report

At least one academic recommendation letter
Programme-specific documents may be required if applicable.
Master’s/Doctoral Candidates:
Passport photo page and a valid Chinese visa page
Highest degree certificate or pre-graduation statement
Complete transcript of the last degree programme
Certificate of language proficiency
Study or research plan in China (minimum 1,500 words for master's, 3,000 words for doctoral candidates
Foreigner Physical Examination Form (including blood test report)
Certificate of non-criminal record
Two academic recommendation letters from associate professors or above, written in Chinese or English
Programme-specific documents may be required if applicable.
Article 12 Evaluation Procedure
In accordance with national regulations and the University’s training objectives and capacity, Dalian University of Technology (DUT) examines every application file and verifies every credential. Scholarships are awarded based solely on academic merit and moral conduct. The procedure is standardised, transparent, and impartial.
Undergraduate Evaluation:
Eligible applicants will undergo an admissions interview organised by SIE. The interview panel is composed of experts from DUT’s international student scholarship evaluator pool. The interview score is the sole criterion for determining the shortlist. Additionally, all shortlisted undergraduate candidates must pass the annual National Entrance Examination for International Students. Only those who meet the cutoff score for that year will be eligible to enter the degree programme.
Graduate Evaluation:
The evaluation follows a “four-in-one” model: SIE Admissions Office, prospective supervisor, degree-granting school, and Graduate School. After SIE verifies the completeness of the application materials, the prospective supervisor will assess the candidate through a written or oral exam. The school and Graduate School then review the supervisor’s assessment and confirm the shortlist.
Article 13 Use of the Scholarship
The DUT President’s Scholarship for International Students may be combined with corporate-sponsored degree programmes or other government scholarships (e.g., Liaoning Provincial Government Scholarship or International Chinese Language Teachers Scholarship) to extend the total duration of support.
Article 14 Admission and Public Notice
Shortlisted candidates are required to pay the non-refundable application fee. Upon receipt of the fee, the final list of scholarship recipients will be published on the SIE website for one week, during which time it is open to public supervision. After the notice period, successful candidates will receive an official admission letter, a JW202 form (Visa Application for Study in China), and other necessary documents. Students must apply for an X1 visa on their own and register at DUT on the date specified in the admission notice. Failure to register on time without prior written explanation will result in automatic forfeiture of the scholarship.
Article 15 Disbursement
The President’s Scholarship is disbursed monthly. Recipients must report in person (or online) to the Scholarship Office for identity verification every month. If a student fails to complete the verification procedure for personal reasons, the monthly stipend will be withheld and cannot be claimed retroactively
Chapter 4 Financial Management
Article 16
Dalian University of Technology (DUT) will establish a management system for international student scholarships in full compliance with national regulations, ensuring that funds are used in a standardized, rational, and efficient manner.
Article 17
The scholarship fund is primarily sourced from a dedicated annual allocation by DUT.
Article 18
Scholarship funds are maintained in a separate account, recorded in an independent ledger, and used exclusively for their designated purpose.
Article 19
A project-accountability system is implemented: the School of International Education (SIE) is responsible for the planning, admissions, and annual review of scholarship recipients.
Article 20
Recipients of the Chinese Government Scholarship, Liaoning Provincial Government Scholarship, or the International Chinese Language Teachers Scholarship are not eligible to concurrently receive the DUT President’s Scholarship for International Students.
Chapter 5 Ongoing Administration
Article 21
The day-to-day administration of the President’s Scholarship for International Students is governed by the Dalian University of Technology Scholarship Management Regulations.
Article 22
The scholarship is tenable only for the standard length of the enrolled program; no extension will be granted.
Article 23
An annual merit review is held every spring semester. All students who wish to retain or upgrade their scholarship support beyond the following September must participate. Self-financed students who meet the criteria listed below may also apply for the review.
A. Downgrading (next academic year)
A student’s scholarship will be downgraded—i.e., from full to partial scholarship, or from partial scholarship to self-financed—if any of the following conditions occur:
Failure in one or more compulsory courses in the current academic year;
An undergraduate student’s attendance in courses falls below 80%;
A master’s student fails to pass the thesis proposal defense by the end of the second year;
A doctoral student (i) fails to pass the thesis proposal defense by the end of the third year, or (ii) fails to publish a research paper by the end of the third year;
Any other circumstances deemed equivalent by the School of International Education (SIE).
B. Upgrading (next academic year)
A student may be upgraded—i.e., from self-financed to partial scholarship (tuition waived, other costs self-paid), or from partial scholarship to full scholarship—if any of the following conditions are met:
The undergraduate’s weighted average of all course grades exceeds 95/100;
A graduate student publishes a research paper as the first author (with the supervisor as corresponding author) or as the first corresponding author in a journal ranked A or higher by the student’s discipline;
The student, as the first author or the top-ranked team member, wins at least a second-prize award in an academic or Chinese language/culture competition at the municipal level or higher;
Any other achievement deemed comparable by SIE.
C. Cancellation (next academic year)
Scholarship status will be canceled if:
The student receives an “Unqualified” rating in the annual scholarship review; or
The student accumulates four “Unqualified” ratings on the Monthly Supervisor Guidance Record during the review year.
Chapter 6 Final Provisions
Article 24
These Measures shall take effect on 1 September 2025.
Article 25
The School of International Education (International Student Office) is responsible for interpreting these Measures. Any matters not explicitly covered herein shall be governed by the University’s Administrative Rules on the Recruitment and Training of International Students, the Higher Education Quality Standards for International Students in China (Trial), and other relevant regulations.
