Chapter 1 General Provisions
Article 1
To standardize the daily management of various types of scholarships, maximize their role as a "guiding marker," and ensure the academic and research quality of international students, these measures are formulated in accordance with the "Chinese Government Scholarship Management Measures" (Jiao Wai Ting [2020] No. 1) and the implementation guidelines issued annually by the China Scholarship Council (CSC).
Article 2
These measures apply to all international students at Dalian University of Technology (hereinafter referred to as "DUT") who receive any type of scholarship, including the Chinese Government Scholarship (CGS), the International Chinese Language Teachers Scholarship, the Liaoning Provincial Government Scholarship, the DUT President’s Scholarship for International Students, enterprise scholarships, and others. They also apply to all categories of students: undergraduate, master’s, doctoral, non-degree, and visiting students.
Chapter 2 Scholarship Coverage & Benefits
Article 3
Full Scholarship covers:
a) Registration and tuition fees waived. (Extra-curricular experiments or internships are at the student’s own expense.)
b) On-campus dormitory: no charge.
Off-campus housing: monthly cash subsidy
– Bachelor / general visiting: RMB 700
– Doctoral / advanced visiting: RMB 1 000
c) Monthly living allowance, paid in arrears, at the rate set for the scholarship type.
d) Comprehensive medical insurance for international students during the funded period.
e) For a few developing countries, a one-way home-country air ticket after graduation, provided under relevant bilateral agreements and CSC rules.
Article 4
Partial scholarship covers one or several of the above items, exactly as specified in the original admission letter.
Chapter 3 Monthly Stipend & Housing Allowance
Article 5
The living allowance is paid from the month of registration.
Article 6
New students who register on or before the 15th of a month receive the full monthly allowance and housing subsidy; those who register after the 15th are paid pro-rata.
Article 7
Every semester all scholarship holders must re-register on the dates published in the University calendar. Late registration without prior approval automatically cancels the scholarship.
Article 8
Between the 1st and 10th of every month (shorter if so announced) students must complete the monthly scholarship sign-in. Missing the deadline stops the monthly allowance and housing subsidy for that month, and no retro-payment will be made.
Article 9
Sign-in has TWO compulsory steps:
i) Facial-recognition check-in on the designated kiosk;
ii) Submission of the Monthly Supervisor Guidance Form to the programme coordinator.
Both steps must be fulfilled; either one missed = unsigned.
Article 10 Monthly Supervisor Guidance Form
a) Except for the first month of each semester, students must hand in the form for the PREVIOUS month.
b) Outside official vacations, every student must meet his/her supervisor at least once a week (≥ 4 times a month) and obtain the supervisor’s HAND-WRITTEN signature for each meeting. (Electronic signatures are accepted only with prior written approval.)
c) Any missing signature renders the month “unsigned”.
d) The supervisor must rate the student’s monthly performance: Excellent / Good / Fair / Poor. Four “Poor” ratings in one academic year will lead to an automatic “fail” in the annual scholarship review.
Article 11
Students based at the Panjin campus may complete the monthly sign-in online via the Campus Portal; physical presence in the main campus is not required.
Article 12
Students who graduate within the scholarship period receive an extra half-month living allowance after the official graduation day. Allowance and subsidy stop from the month in which any change of status—withdrawal, suspension, termination, or completion—is approved.
Article 13
During suspension the scholarship is frozen; the funded period is extended by the suspension length, up to a maximum of one year. Students who fail to apply for resumption before the deadline are deemed to have forfeited both student status and scholarship.
Article 14
Living allowance and housing subsidy continue during University-calendar vacations. If a student leaves China or leaves campus for personal reasons for more than 15 calendar days in a teaching month, BOTH allowances are forfeited for that month even if sign-in was completed.
Article 15
Personal leave is normally not granted during teaching semesters. Any absence from campus must be applied for in advance through the Campus Portal and approved at every level. Leaving without approval will cause forfeiture of the monthly allowances; absence > 2 consecutive weeks will lead to scholarship cancellation.
Article 16
Students who apply for a dormitory change will see their housing subsidy adjusted the month AFTER the change is approved.
Chapter 4 Duration Extensions
Article 17
Bachelor, master and non-degree scholarships CANNOT be extended.
Article 18
CGS-funded doctoral students who cannot finish within the standard duration may apply for ONE extra year of funding, provided they have passed the mid-term defence and apply before the University deadline.
Article 19
Doctoral students on Liaoning Provincial Government Scholarship who fail to graduate within three years may, on application and approval, be transferred to the DUT President’s Scholarship for one additional year.
Article 20
The DUT President’s Scholarship is granted for the STANDARD length of each programme only; no extension is possible.
Chapter 5 Chinese Language Preparatory Study
Article 21
Students who are admitted with a Chinese-language preparatory period must reach the required proficiency level before progressing to their degree program.
Article 22
If the required language proficiency is not achieved after the preparatory period:
Bachelor’s degree candidates may add one additional year of preparatory study.
Master's, doctoral, and visiting students may add one additional year of Chinese language study.
Article 23
Master’s and doctoral students originally admitted to English-taught programs, who later switch to Chinese-taught programs, may also add one additional year of Chinese language study if their proficiency does not meet the language requirement.
Article 24
When applying for an extension of Chinese language study, students whose Chinese proficiency is only one level below the required standard may apply for an additional year of scholarship funding. Otherwise, the extra year must be self-financed, though the scholarship status will remain intact.
Article 25
Students who still do not meet the language requirement after two years of preparatory study will have their scholarship status revoked.
Chapter 6 Annual Scholarship Review
Article 26
The University conducts an annual review of scholarship students every April to May to determine their eligibility to continue receiving scholarship funding. The review period is based on the academic year.
Article 27
Each student will be rated as “Qualified” or “Unqualified.” This rating will determine whether the scholarship will be continued, suspended, or cancelled for the following academic year.
Article 28
If a student receives four “Poor” ratings in the “Comprehensive Evaluation” section of the Monthly Supervisor Guidance Forms for the current academic year, they will be automatically rated as “Unqualified” for the annual review.
Article 29 Who must participate in the review:
(a) All current scholarship recipients who are eligible to continue receiving funding for the next academic year.
(b) Scholarship recipients who are applying for an extension of their funding period (including doctoral students requesting an extension of their CGS scholarship, or students requesting an extension for Chinese preparatory study).
Article 30
Only students rated as “Qualified” in the annual review will be eligible to continue receiving the scholarship for the next academic year.
Article 31
If a student is rated “Unqualified” for the first time in the annual review, their scholarship will be suspended for one academic year. During this period, the student may continue studying at their own expense. After the suspension period, the student must re-apply for the annual review. If rated “Qualified,” the scholarship will be restored, but the total funding period will not be extended.
Article 32
If a student is rated “Unqualified” for the second time or if the rating is due to serious misconduct, the scholarship will be permanently cancelled, and the student will no longer receive funding from the scholarship starting the next academic year. The student will not be eligible to reapply for the scholarship.
Article 33
Students receiving the DUT President’s Scholarship will also be subject to dynamic adjustment procedures during the annual review, in accordance with the “DUT President’s Scholarship Management Measures.”
Chapter 7 Miscellaneous
Article 34
Scholarship allowances withheld due to missed sign-ins will not be reimbursed.
Article 35
Students who graduate, withdraw, or leave the university for any reason before the end of their scholarship period will forfeit any remaining scholarship funding.
Article 36
These Measures shall take effect from the date of promulgation, and any conflicting documents or regulations are hereby repealed.
Article 37
In case of any conflict between these Measures and higher-level regulations, the higher-level regulations shall prevail.
Article 38
The final authority for interpretation of these Measures rests with the DUT School of International Education.
