Chapter I General Provisions
Article 1 To strengthen the safety management of non-motorized vehicles, maintain the campus traffic order, and create a safe, orderly, and beautiful campus environment, these rules are formulated following the "Circular of the Dalian Municipal People's Government on Regulating the Registration and Management of Electric Bicycles", "Provisions on the Campus Traffic Safety Management of the Dalian University of Technology (Revised)" and other regulations and systems, as well as the school's work requirements.
Article 2 The non-motorized vehicles referred to in these rules refer to bicycles, shared electric bicycles, and service-assurance electric bicycles that are allowed to run on the road on campus.
Article 3 The management of non-motorized vehicles refers to the registration of non-motorized vehicles, driving, parking, charging, disposal, and handling of violations.
Article 4 Non-motorized vehicles that should be registered by the law shall be registered by the traffic management department of the public security organs and be allowed to enter the campus and drive on the road only after the university allows them to do so.
Chapter II Responsibilities
Article 5 The security department is responsible for the specific implementation of these rules, to carry out the following work:
(a) Approval and registration of non-motorized vehicles entering the school;
(b) Maintaining the order of traveling and parking of non-motorized vehicles;
(c) the violation of riding non-motorized vehicles to correct the behavior, personnel to deal with;
(d) Long-term unused non-motorized vehicles clean-up work;
(e) Regular traffic safety publicity and education, special rectification work;
(f) Other non-motorized vehicle management.
Article 6 The student work department is responsible for coordinating all academic departments (colleges) to do a good job of student safety education and management; the Logistics Department is responsible for supervising and managing the property company to do a good job of prohibiting electric bicycles, batteries into the building management, with the building around the standardized parking management of non-motorized vehicles and other work.
Article 7 The units and departments are responsible for the safety education and management of their own personnel, as well as for the self-examination and self-correction of the illegal entry of electric bicycles and batteries into the use of their own houses and charging in the houses.
Chapter III Driving Management
Article 8 Non-motorized vehicles need to consciously get off and push at the entrance of the school, and then pass after checking.
Article 9 Non-motorized vehicles traveling on campus roads shall comply with:
(a) Road traffic safety laws and regulations and campus traffic safety regulations;
(b) Temporary traffic restrictions or prohibitions on all kinds of roads in the school, and obey the management of the staff;
(c) On roads without designated non-motorized lanes, they should drive on the right side of the carriageway and actively avoid pedestrians;
(d) The maximum speed shall not exceed 15 kilometers per hour;
(e) Take proper personal safety measures.
Article 10 Non-motorized vehicles driving on campus roads shall not engage in the following dangerous behaviors:
(a) Speeding;
(b) Driving two or more vehicles in parallel, chasing each other or zigzagging;
(c) Driving without following the road guide arrow or driving against the direction;
(d) Driving with a person or overloading;
(e) Holding hands off the handlebars or holding objects in the hands;
(f) Learning to ride a non-motorized vehicle on the road;
(g) Jostling with motor vehicles, making sudden and sharp turns, overtaking the vehicle in front of you in such a way that it obstructs or otherwise affects the normal movement of the vehicle being overtaken;
(h) Other riding behaviors that pose safety risks.
Article 11 The following non-motorized vehicles are prohibited from entering and traveling on campus. Upon discovery, the school will take measures such as locking the vehicle, towing it away from the campus, and other disposal measures:
(a) Unauthorized electric bicycles and take-away electric bicycles entering the school;
(b) Non-motorized vehicles that have been retrofitted or modified to affect the safety of the vehicle;
(c) Non-motorized vehicles loaded with hazardous materials such as flammable, explosive or toxic substances;
(d) Other non-motorized vehicles that do not comply with the regulations on the road.
Article 12 The staff of the security department has the right to inspect the non-motorized vehicles entering the campus and driving on the campus and prohibit the non-compliant non-motorized vehicles from entering the campus and driving on the campus.
Chapter IV Parking Management
Article 13 The parking area for non-motorized vehicles shall be designated and managed by the school, and no unit or individual shall occupy the parking area for non-motorized vehicles.
Article 14 non-motorized vehicles should be parked in an orderly manner according to the designated area, in order of precedence near the neatly parked, and shall not impede the passage of other vehicles and pedestrians. It is prohibited to park non-motorized vehicles in motor vehicle parking spaces, motor vehicle lanes, fire escapes, pedestrian crossings, green areas, playgrounds, building entrances and exits, inside buildings, underground parking lots, and other prohibited parking areas as stipulated. If parked in the prohibited areas, the school will take disposal measures such as locking the vehicle and towing it to the centralized control area.
Article 15 The school has the right to dispose of non-motorized vehicles that have been unused and parked for a long period and clean them out of the school.
Article 16 Non-motorized vehicles parked in the teaching area, office area, and dormitory area are prohibited to turn on the alarm to avoid noise nuisance.
Chapter V Charging Management
Article 17 The electric bicycles allowed to be used for service guarantee must be charged at the centralized charging device.
Article 18 Shared electric bicycles are unified by the operating unit to manage off-campus charging and are maintained by specialized personnel.
Article 19 It is prohibited to charge electric bicycles and batteries in construction buildings; it is prohibited to charge them by privately pulling wires and plug-in boards.
Chapter VI Handling of Violations
Article 20 The Human Resources Department in coordination with the security department to do a good job in handling the non-motorized vehicle violations of the faculty and staff. Student work department in coordination with the security department to do a good job of student non-motorized vehicle violations. The Logistics Department and other service-related departments, in cooperation with the security department, shall handle the non-motorized violations of the property, on-campus merchants, logistics companies, and other logistic support personnel.
Article 21 For the following behaviors, the school has the right to take measures to impose appropriate penalties:
(a) Riding illegally on campus;
(b) Not parking vehicles under the prescribed area, affecting the traffic order;
(c) Refusing to obey the school's management;
(d) Charging in violation of the law;
(e) Illegally storing or using self-acquired e-bikes, e-assisted bicycles e-bike batteries, or e-assisted bicycle batteries on campus;
(f) Modification of vehicles;
(g) Other serious violations.
The offender shall be given warning and above disciplinary actions according to relevant regulations, and the violations shall be exposed; or punitive measures including but not limited to banning non-motorized vehicles from entering the school, suspending vehicles, suspending riding privileges, etc., and a written guarantee shall be submitted by the owner of the vehicle when collecting the vehicle and resuming riding privileges, and criticism and education shall be given by the unit where the vehicle is located. Self-purchase of electric bicycles in violation of school driving and storage once found directly be cleaned up out of school, and notify the affiliated departments by the school rules, school discipline to be punished.
Article 22 violation of the implementation rules of non-motorized vehicle safety management, resulting in property damage, will be based on laws and regulations to pursue the responsibility of the parties involved, resulting in personal injury and other major accidents, transferred to the relevant departments for processing.
Article 23 The whole school teachers and students jointly supervise, non-motorized vehicle violations, teachers and students can report to the Security Office.
Chapter VII Bylaws
Article 24 These rules shall be interpreted and implemented by the Security Office.
Article 25 These rules shall come into force on August 1, 2023.
