According to the spirit of Liaoning Provincial Department of Education, Dalian University of Technology carries out the recruitment and management of Liaoning Provincial Government Scholarship for Foreign Students. The specific details is as follows:

I. Content and Standards

The admission category is newly enrolled doctoral students, excluding doctoral students already enrolled, and the scholarship funding period is 3 years:

1. Tuition and accommodation fees are exempted;

2. The living expenses of the scholarship students are paid monthly, the standard is: 3,500 CNY/person-month;

3. Insurance premiums are implemented in accordance with relevant regulations;

4. International travel expenses are borne by themselves.

II. Applicant qualifications

1. Non-Chinese citizens, in good health;

2. Abide by the laws and regulations of the Chinese government and the rules and regulations of the school;

3. Have a master's degree recognized by the Ministry of Education of China, and be no older than 40 years old;

4. Excellent academic performance, and need to be recommended by two professors;

5. Not receiving other types of scholarships from the Chinese government at the same time.

From November 1, 2024 to February 15, 2025.

IV. Application Materials

1. Liaoning Government Scholarship Application Form:

Printed uniformly by the Provincial Department of Education, pls provide one copy each of the electronic original and the signed scanned copy. Pls refer to the attachment 1.

2. DUT Application Form:

Application website: http://iso.dlut.edu.cn

IF WE CANNOT CHECK YOUR INFORMATION IN DUT ONLINE APPLICATION SYSTEM, YOUR APPLICATION WILL BE CANCELED.

        3. Notarized highest diploma:

If applicants are university students, they shall also provide studying certificates. Documents in languages other than Chinese or English must be attached with notarized translations in Chinese or English. Applicants for PhD should provide undergraduate and master certificates.

4. Academic transcripts (From the undergraduate program onwards):

Academic records from first to the last semester during the undergraduate, graduate (if any), and the doctoral programs (if any) shall be provided. The transcript shall be issued and sealed by the graduate university’s academic affairs office or student management department. Transcripts in languages other than Chinese or English must be attached with notarized translations in Chinese or English.

5. A study plan (no less than 1000 words):

The study plan proposal should write in Chinese or English. Please expatiate on the major or research field you would like to study at DUT, and sign by DUT supervisors. Pls refer to the attachment 2.

6. Two letters of recommendation by professors or associate professors from the university which applicants graduated:

The letter should write in Chinese or English. These letters shall describe the applicant’s objectives of learning in China, comprehensive abilities, and evaluation of future growth. Pls refer to the attachment 3.

7.  Foreigner Physical Examination Form :

The applicant should strictly follow the items required in the Foreigner Physical Examination Form, which must be completed in English. The Foreigner Physical Examination Form will be invalid if the following items are missing: pages, self-photo, a cross-page stamp over the photo and the form or a signature and a stamp of physician and hospital. The medical examination results are valid for 6 month. Pls refer to the attachment 4.

8. Blood Test Report:

The Blood Test Report should include results of HIV、Syphilis/V.D.R.L、HbsAg and HCV.

9. Photocopy of passport photo page and one blank visa page：

Ordinary passport expires after September 2025.

       10. Language Proficiency certificates：

Chinese-Taught Program，requirement of HSK Level and Score（2 years validity）as following：

（1）Majors related to science, engineering, economics and management, the requirement is the new HSK test Level 4 and a minimum score of 180；

（2）Majors related to humanities and foreign languages, the requirement is the new HSK test Level 5 and a minimum score of 180.

English-Taught Program，requirement of English proficiency certificate as following：

（1）To submit a TOEFL or IELTS transcript, in principle, the score must be 80 or higher, and the IELTS score must be 5.5 or higher;

（2）Certificate that the language of instruction in the previous stage is English;

（3）Applicants from countries where English is the official language are exempt from certificate of English language proficiency;

If the applicant cannot provide the above certificate, the supervisors and department could evaluate your language level according to the interview or written test.

11. Certificate of No-Criminal Conviction:

The validity period is six months. If it is not possible to provide it at the application stage, the No Criminal Record Commitment in attachment 5 can be signed as a temporary substitute document.

12. Other Materials:

（1）Acceptance Letter from DUT Supervisor (It is not obligatory): Applicants can contact the Supervisor for assessment and receive the letter of acceptance. Please following attachment 6 DUT supervisor list for more details. Please following attachment 7 Acceptance letter Sample for more details;

（2）If applicants are already employed, please provide employment certificate issued by the employer;

（3）Applicants who are now in China should submit scan of Photocopy of Visa;

（4）1 photo （3cm * 4cm）.

V.Application Procedures

Liaoning Government Scholarship applicants must complete:

（1）Submit the application on DUT website (http://iso.dlut.edu.cn/) and select the project "Scholarship";

（2）Submit your application documents to dutsice@dlut.edu.cn in ZIP. Please name the email subject after“DUT application number + passport last name + passport name”(example: 20241100001 + ABDUR + MUHAMMAD ). If the application materials are not submitted by email, it will not be accepted.

Note: If applicant applies for two or more scholarships at the same time, you only need to send one copy of the application materials to the official email. Application forms for all types of scholarship programs must be uploaded in Scholarship Application Form section on the Scholarship system.
