Bilateral Program includes a full or partial scholarship established by MOE in accordance with educational exchange agreements or consensus between Chinese government and governments of other countries, institutions, universities, or international organizations.
I Supporting Categories, Instruction Language and Duration
1. Supporting Category: The Bilateral Program supports undergraduate students, graduate students, general scholars, and senior scholars. Please consult with the Chinese embassy or consulate in your country or the foreign student dispatching department in your country for specific enrollment categories; Dalian University of Technology has no right to accept directly.
2. Instruction Language: The language of instruction for undergraduate students studying in China on Chinese Government Scholarships is Chinese. The language of instruction for postgraduates and scholars studying in China on Chinese government scholarships is generally Chinese, but Dalian University of Technology can provide English instruction for some majors. (for details, please visit studyinchina.edu.cn website and refers to the introduction and majors of Dalian University of Technology).
3. Duration: The scholarship covers both major study and Chinese language (preparatory study), and scholarships are granted for the duration of the study period determined at the time of admission.

II Scholarship Coverage
The Bilateral Program provides both full scholarships and partial scholarships. Please refer to Introduction to CGS—Coverage and Standard for details of each item.
III Where and When to Apply
Where to Apply: Apply to the dispatching authorities for overseas study of your home country.
When to Apply: You need to apply between early November and early April of next year. Please consult the dispatching authorities for the specific deadline of each year.
IV Eligibility
1. Applicants must be non-Chinese citizens in good health.
2. The requirements for applicants’ degree and age are that applicants must:
l be a high school graduate under the age of 25 when applying for the undergraduate programs;
l be a bachelor’s degree holder under the age of 35 when applying for the master’s programs;
l be a master’s degree holder under the age of 40 when applying for the doctoral programs;
l be under the age of 45 and have a high school diploma (or higher) when applying for the general scholar programs;
l be a master’s degree (or higher) holder or an associate professor (or above) under the age of 50 when applying for the senior scholar programs.
V Application Procedure
Step 1 - Apply to the dispatching authorities for overseas study of your home country for CGS opportunity and obtain a recommendation;
Step 2 - Apply to Dalian University of Technology for the Pre-admission Letter once recommended by the dispatching authorities as an eligible candidate (you will receive an Award Letter for CGS Candidate);
Step 3 - Complete the online application procedure at CGS Information Management System for International Students (click “Application Online” to log in), submit online the completed Application Form for Chinese Government Scholarship, and print a hard copy. You should consult the dispatching authorities for overseas study of your home country for Instructions of CGS Information Management System for International Students and Agency Number;
Step 4 - Submit all your application documents to the dispatching authorities of your home country before the deadline.
NOTE
The China Scholarship Council does not accept direct applications from individuals. The China Scholarship Council reserves the right to make necessary adjustments to the institutions to which applicants who have not received a pre-admission letter apply.
VI Application Documents
1. Application Form for Chinese Government Scholarship (in Chinese or English).
2. Copy of Passport Home Page:
Applicant shall submit a clear scanned copy of his/her ordinary passport with validity later than March 1, 2025. If the validity of the current passport does not meet the requirement, please apply for a new passport before submitting the application. For applicants who cannot apply for passports before submitting their applications due to objective reasons, with the permission of dispatching authorities, they may submit scanned copy of identity certificates or official documents containing the applicants’ “English name, Gender, Nationality, Date of Birth” and other information.
3. Notarized highest diploma:
Documents in languages other than Chinese or English must be attached with notarized Chinese or English translations. Prospective diploma winners must submit official proof of student status by their current school.
4. Academic transcripts:
Academic records from first to the last semester during the high school, undergraduate, graduate (if any), and the doctoral programs (if any) shall be provided. The transcript shall be issued and sealed by the graduate university’s academic affairs office or student management department. Transcripts in languages other than Chinese or English must be attached with notarized translations in Chinese or English.
5. A Study Plan or Research Proposal:
A Study Plan or Research Proposal in Chinese or English (A minimum of 600 words for undergraduates, 500 words for non-degree students, and 1000 words for postgraduates.) Please refer to Attachment 1 for the undergraduate personal statement sample and Attachment 2 for the postgraduate study plan sample.
6. Recommendation letters:
Applicants for graduate programs or senior scholar programs must submit two letters of recommendation in Chinese or English from professors or associate professors.Please refer to Attachment 3 for the recommendation letter sample.
7. Foreigner Physical Examination Form:
Applicants planning to stay in China for more than 6 months must submit a photocopy of the Foreigner Physical Examination Form completed in English (the original copy should be kept by the applicant. The form is designed by the Chinese quarantine authority and can be obtained from the dispatching authority.) The physical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital or a sealed photograph of the applicants are invalid. Please select the appropriate time to take physical examination as the result is valid for only 6 months. Please refer to Attachment 4 for the sample.
8. Blood Test Report:
The Blood Test Report should include results of HIV、Syphilis/V.D.R.L、HbsAg and HCV.
9. Non-criminal record report:
The applicant shall submit a valid certificate of Non-Criminal Record issued by the local public security authority, usually issued within 6 months prior to the submission date of the application. If you are unable to provide it during the application stage, you may sign the "No Criminal Record Commitment" in Attachment 5 as a temporary substitute document.
10. Language Proficiency certificates:
Chinese-Taught Program,requirement of HSK Level and Score(2 years validity)as following:
(1)Majors related to science, engineering, economics and management, the requirement is the new HSK test Level 4 and a minimum score of 180;
(2)Majors related to humanities and foreign languages, the requirement is the new HSK test Level 5 and a minimum score of 180.
English-Taught Program,requirement of English proficiency certificate as following:
(1)To submit a TOEFL or IELTS transcript, in principle, the score must be 80 or higher, and the IELTS score must be 5.5 or higher;
(2)Certificate that the language of instruction in the previous stage is English;
(3)Applicants from countries where English is the official language are exempt from certificate of English language proficiency;
If the applicant cannot provide the above certificate, the supervisors and department could evaluate your language level according to the interview or written test.
11. Other Materials:
(1)Applicants under the age of 18 should submit the valid documents of their legal guardians in China.
(2)Applicants for music studies are requested to submit their own works. Applicants for fine arts programs must submit their own works which include two sketches, two color paintings and two other works.
(3)If applicants are already employed, please provide employment certificate issued by the employer;
Reminder: All uploaded supporting documents must be clear, authentic, and valid. Applicants are recommended to use professional device to scan the relevant documents. Applicants shall bear the consequences caused by unclear or unidentifiable uploaded materials.
VII How to Apply for a Pre-admission Letter
Chinese Government Scholarship Category A applicants are required to complete:
Submit the application on DUT website (http://iso.dlut.edu.cn/) and select the project "Scholarship".Please attach the application form for the Chinese Government Scholarship Type A in the Upload Materials section;
Submit your application documents to dutsice@dlut.edu.cn in ZIP. Please name the email subject after “DUT application number + Pre-admission letter for Type A”(example: 20241100001 + Pre-admission letter for Type A ). If the application materials are not submitted by email, it will not be accepted.If you have received a letter of Pre-admission for a scholarship, please attach it to your application and submit it to the dispatching authorities for overseas study of your home country.
Ⅷ Admission and Notification
1. Application documents of recommended candidates from dispatching authorities will be considered by CSC for eligibility and qualification. Ineligible or incomplete applications will not be considered.
2. Qualified applications will be sent to universities for placement. Based on various factors, such as the different scholarship funding requirements of every country, the host university's teaching capacity, study length and applicants’ criteria, CSC reserves the right to make necessary adjustments/changes to the candidate’s host university, field of study, supporting categories and duration of scholarship. Applications enclosed with the Pre-admission Letter will be sent to the universities who issued that Letter for placement confirmation.
3. After placement confirmation by Chinese universities, scholarship Recipients will get Chinese government scholarships to study in China with approval by CSC. Each scholarship recipient will be granted with no more than one scholarship.
4. CSC reviews the placement results, approves the List of Scholarship Recipients, and sends the admission documents to the Chinese embassy or consulate-general in July and August. The Chinese embassy or consulate-general will send the admission documents to the dispatching authorities or scholarship recipients.
5. Scholarship recipients shall not be allowed to change their host university, field of study, or duration of study stipulated on the Admission Letter after their coming to China.
6. Scholarship will not be reserved if the scholarship recipient cannot register before the registration deadline.
